If you wish to keep flash off when your iPhone is in silent mode, turn off "Flash on Silent."

The feature only works when your device is locked. When you're using it, you'll get regular alerts on your iPhone.

You can use the same settings to enable flash for notifications on your iPads - 6th generation iPad Mini, 2nd generation 12.9-inch iPad Pro, 11-inch iPad Pro, 10.5-inch iPad Pro, and 9.7-inch iPad Pro.
